Metnin hasarl\u0131 k\u0131s\u0131mlar\u0131na ra\u011fmen, Eski T\u00fcrk siyasi d\u00fc\u015f\u00fcncesi bu sat\u0131rlarda belirgin \u015fekilde g\u00f6r\u00fcn\u00fcr h\u00e2le gelir.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Purpose of the Seminar<\/strong><\/p>\n<p>In this seminar, the final eastern-face section of the K\u00fcl Tegin inscription is analyzed philologically, focusing on expressions such as <em>tengri yarl\u0131kazun<\/em>, <em>az bodun \u00fck\u00fc\u00e7 k\u0131ld\u0131m<\/em>, <em>\u00f6t\u00fcn\u00e7 \/ \u00f6t\u00fcnmek<\/em>, the directional information of the campaigns, relations with China, the feeding of the people, and the organization of the army. In addition, directional expressions, reduplications, the functions of morphological suffixes, and interpretations concerning the damaged portion of the text are examined.<\/p>\n<ol>\n<li><strong> The Expression \u201cTengri Yarl\u0131kazun\u201d and the Discourse of Legitimacy<\/strong><\/li>\n<\/ol>\n<p>This section discusses the emphasis on Heaven\u2019s decree, the explanation of the ka\u011fan\u2019s achievements through divine will, the semantic structure of <em>yarl\u0131kamak<\/em>, and its uses in Uygur and Karakhanid periods; the phrase is interpreted as one of the central foundations of political legitimacy.<\/p>\n<ol start=\"2\">\n<li><strong> Increasing a Diminished People: \u201cAz Bodun \u00dck\u00fc\u00e7 K\u0131ld\u0131m\u201d<\/strong><\/li>\n<\/ol>\n<p>The statement about increasing the diminished population reflects the state\u2019s recovery process. The historical forms of <em>\u00fck\u00fc\u00e7<\/em>, its connection to Anatolian variants such as <em>\u00f6v\u00fc\u015f<\/em>, and its semantic field of \u201cgrowing\u2013multiplying\u201d are explained to show the relationship between population size and state strength.<\/p>\n<ol start=\"3\">\n<li><strong> Feeding the People and Political Responsibility<\/strong><\/li>\n<\/ol>\n<p>The ka\u011fan\u2019s emphasis on \u201cfeeding the people\u201d is interpreted through the conditions of the nomadic economy and the connection between military campaigns and subsistence; words such as <em>tokurmak<\/em>, <em>a\u00e7 kalmak<\/em>, and <em>azuk<\/em> are treated as linguistic markers of the state\u2013society relationship.<\/p>\n<ol start=\"4\">\n<li><strong> Relations with China and the Tavga\u00e7 Expression<\/strong><\/li>\n<\/ol>\n<p>The Tavga\u00e7 (Chinese) being described as \u201ck\u00fcn\u2013t\u00fcn i\u015fitmi\u015f bodun\u201d suggests a people trained and instructed in courtly order; it also reflects the Turkic political perception of neighboring powers. The broad semantic range of the reduplication <em>k\u00fcn t\u00fcn i\u015fitmek<\/em> is discussed.<\/p>\n<ol start=\"5\">\n<li><strong> \u00d6t\u00fcnmek and the Language of Communication<\/strong><\/li>\n<\/ol>\n<p>The meanings of <em>\u00f6t\u00fcnmek<\/em> (\u201cto address, to make a request\u201d) are explained through the structure of official\u2013ritual communication in the inscriptions; the rhetorical structures used by Bilge Ka\u011fan when addressing his people highlight the formal nature of political speech.<\/p>\n<ol start=\"6\">\n<li><strong> Directions of Campaigns and the Geographical Framework<\/strong><\/li>\n<\/ol>\n<p>Campaigns from east to west and north to south are conveyed by expressions such as <em>\u00fcnte\u00e7i<\/em>, <em>k\u00fcn togaru<\/em>, and <em>y\u0131r\u0131garu<\/em>; these markers clarify the geographic worldview of steppe polities and the mobility of the army.<\/p>\n<ol start=\"7\">\n<li><strong> Reduplications and the Intensity of Expression<\/strong><\/li>\n<\/ol>\n<p>Reduplications such as <em>k\u00fcn t\u00fcn<\/em> and <em>ot\u00e7a bor\u00e7a<\/em> reinforce meaning and create rhythm; they illustrate the magnitude and continuity of the ka\u011fan\u2019s efforts, reflecting a stylistic feature of Old Turkic discourse.<\/p>\n<ol start=\"8\">\n<li><strong> The Damaged Ending of the Inscription and Interpretations<\/strong><\/li>\n<\/ol>\n<p>Possible readings of the broken words in the final lines are discussed; the erosion on the turtle base causing the loss of text is noted, and linguistic clues for reconstructing the missing portions from context are presented.<\/p>\n<p><strong>Conclusion<\/strong><\/p>\n<p>This seminar clarifies, through the final eastern-face lines of the K\u00fcl Tegin inscription, the ka\u011fan\u2019s divinely sanctioned authority, his duty to feed and organize the people, the directions and purposes of the campaigns, and statements concerning Turk\u2013Chinese relations.
